Property tax foreclosures in Wayne County have dropped by 88 percent since 2015, and the City of Detroit levels are at their lowest point since 2008.

The Wayne County Treasurer's Office (WCTO) presents "Project Zero," a mini-documentary about office operations and how our public-private partnerships and community investors have assisted in developing our neighborhoods throughout the county. The Wayne County Treasurer has a goal for 2019 of zero foreclosures on owner-occupied homes. The WCTO is doing everything possible to reduce foreclosures, help taxpayers get enrolled into payment plans, and provide resources for residents to obtain financial guidance through their community partners.

In this 5 part series, residents in the community are interviewed about their experiences with the Wayne County Treasurer's Office (WCTO) and how their participation has helped to educate and empower all those involved.

The data presented in this documentary was compiled between the years of 2015-2018.

In this part, Sterling Howard, the managing director of Silver Capital Group, LLC, (SCG) is interviewed as a Wayne County investor. Howard shares his thoughts on how he became successful in the real estate industry. He talks about how essential it is to renovate homes and help residents purchase property. One of his goals is to turn renters into homeowners. SCG partners have more than 40 years of combined experience in real estate and property management. Also interviewed in this segment are investors Alex DeCamp and Reimer Priester of Restoric Properties. They discuss the renovations they've completed in West Village. Restoric Properties acquires real estate in the community that has not received a lot of investment in the past. They have worked on areas like Indian Village and Midtown.

Restoric Properties LLC, is a historic rehabilitation, neighborhood revitalization, and real estate development firm founded in Detroit in 2013. The partnership of DeCamp and Priester has led to the development of fifty-five residential and retail units, with an additional ninety-five units in the construction or predevelopment phase.
