Two Detroit Teens Charged in Chalmers and Seymour Street
Fatal Car Crash

Wayne County Prosecutor Kym Worthy has charged Zaire Barry Vaughn, 18 (DOB: 01/09/2002) and Dion Dushan Davis, 17, (DOB: 12/13/2002), both of Detroit, in connection with the fatal car crash that killed Jiwyna Harlan, a woman in her thirties, also of Detroit.

On the afternoon of August 1, 2020 Detroit police officers were dispatched to the area of Chalmers Street and East Seven Mile Road in response to a stolen vehicle and robberies in the area. It is alleged that the defendants were in a stolen vehicle when the police observed Davis drag racing another car in the area.

Upon arrival at a gas station in the 14400 block of East Seven Mile Road, Defendant Davis exited the vehicle and Detroit police officers approached the him. It is alleged that, at this time, the front seat passenger, Defendant Vaughn, moved into the driver's seat, and drove out of the parking lot onto southbound Chalmers at a high rate of speed. It is also alleged that Vaughn continued to drive southbound on Chalmers at a high rate of speed and, when he approached Seymour Street, disregarded the red traffic light and struck the vehicle driven by Ms. Harlan who had three minor children in the vehicle.

Medics arrived on the scene and transported the victims and Defendant Vaughn to local hospitals for treatment. Ms. Harlan was pronounced deceased at the hospital. Investigation by the Detroit Police revealed a weapon in the stolen vehicle.

Defendant Vaughn has been charged with Murder - Second Degree, Reckless Driving Causing Death, Operating While License Suspended, Revoked or Denied Causing Death, Fleeing and Eluding - First Degree, Carrying a Concealed Weapon and four counts of Felony Firearm.*

Defendant Davis has been charged with Driving While License Suspended, Revoked or Denied and Drag Racing.*

Defendant Vaughn was arraigned on August 4, 2020 before 36thDistrict Court Magistrate Malaik Ramsey-Heath. The Probable Cause Conference is scheduled for August 18, 2020 at 8:30 a.m.; the Preliminary Examination is scheduled for August 25, 2020 at 1:30 p.m. Both hearings are before Judge Kenneth King in 36th District Court. The defendant was remanded to jail.

Defendant Davis was also arraigned on August 4, 2020 before 36th District Court Magistrate Malaik Ramsey-Heath. A pre-trial is scheduled for August 25, 2020 at 8:30 a.m. before Judge Lynise Bryant in 36th District Court. The defendant received a $25,000 personal bond.
